Duplication of Hanging Roots

Expected behavior

I want to right click Rooted Dirt with a Hoe on someones island where I don't have permissions without it duplicating.

Observed/Actual behavior

When you go to someone's island where you don't have permissions and you right click Rooted Dirt with a Hoe it gives you Hanging Roots one times per every click.

Steps/models to reproduce

1. Go to someone's island where YOU don't have permissions
2. Find Rooted Dirt on the island
3. Right click with a Hoe on the Rooted Dirt
4. Get as many Hanging Roots as you want
