Starting with allowing forms to have versions so that answers can be copied from old forms to the updated form based on field-ids. We need to have explicit tracking about the form updates and field ids.
What should REMS do in a situation where:
Field has been removed from the updated form (where does the field content from old form go?)
New field has been added (the field id's should stay the same for the fields that correspond to the old ones and the new field should get a new field id)
Also consider that there can be a situation where the question has been changed in the updated form but the field-id stays the same. Instruct against changing the questions but not field-ids.
Consider what kind of automation would help in administration.
