deciders vote
allow choosing the types of votes such as "approve", "reject" etc. with technical values and translations (like processing state)
voters vote (add/invite any user as voter specifically)
don't allow changing voting type in edit workflow (after workflow is in use)
add to "test commands" etc. where it might be missing
browser test
manual
consider if the votes should be printed in the handling user version of PDF print
