I would hope this might be an easy feature to add. If one could just select a folder (instead of always an application) to be used, it may help people with certain setups.
An example of this would could be a bunch of non-HDR application shortcuts in one folder. Once the folder is opened, the HDR (or action) set for the folder would activate. When the folder is closed another action can happen, maybe re-enabling HDR or any action set, it could work in the same manner as running an application and then closing it.
This can open the door to so many possibilities. Thank you for you consideration ;)
