主动同步支持非容器镜像

当前 oci 的 image 逐渐成为制品分发的标准了, 有大量非容器开始用 oci registry 分发制品了, 如 helm, ollama 等
懒加载的部分是支持的
但是主动同步使用的 skopeo 不支持非容器镜像
