[BUG]7940h cannot get more than 65 watts and the cpu clock cannot get more than 4.691ghz #173

Describe the bug
In short, My laptop is 7940h(asus tuf gaming a 15, also fa507xv), while it cannot get more than 65 watts.

To Reproduce
the picture below is what the settings are:

hadn't change anythins else.
While running cinebench r23 or cpu-z or any games. the clock seems cannot be above 4.691ghz. while sometimes it do can be 5.25ghz according to hwinfo64, of cource, for a very little time.

Expected behaviour
for my notebook, the cpu limit watts is 80.
At that time i can get scores like this(although i am not pursuing for a higher score,it does reflect the different in cpu clock):

after using it, with an obviously decrease in power, I can only get scores like this:

It do help me undervolting my cpu, and get a lower power for the same performance, while this, allow me to call it bug, is so disgusting.
