governance: cool off period

This issue is a tracking issue, I am working on some areas of governance and exploring topics (which is not on GitHub or any public space yet). I attempt for these to be neutral but they are obviously my own ideas written based on my own interpretations. Nothing is finalized at all--these are just topics and anything that may be introduced would follow the ordinary route that previous governance proposals have taken, including a discussion phase.

Short description:

• A loosely defined piece of text which suggests that in the event of some form of social outrage in the form of a firing proposal for a lead, to perhaps consider, if reasonable delaying such a decision to a further date.
• The definition of what is reasonable and what isn't doesn't need to be defined (IMHO)
• This would not be asking the council to judge such a situation based on content alone, but hopefully allow for them to merely make a decision at a later date (at which point they could then decide)
• The purpose of this would be to try and avoid making decisions during flashpoints when people's tempers are flared.
• If people get fired over small issues and without due consideration and an allowance of time for tempers to settle, it would result in platform instability.
• Another purpose would be to avoid compounding effects which can be extremely costly in an event like this

Origin:

• I am stating the origin of this idea as I believe that anything adopted within our governance system should be developed based on real world situations that are feasible and could apply to our project.
• This idea was mentioned in a few different comments relating to a governance situation with the project ENS. As it is a web3 project and involves governance decisions it seems like a reasonable example which can hopefully be used as a basis for this idea.
• Although the source of this idea is shown below, what I have written as the current draft is my best attempt at trying to make an apolitical solution for potential problems like this.
