This is super out of date and references numerous aspects of the project that are no longer relevant
This should be dealt with in order to avoid confusion from users.
I think it'd be nice to have tutorials for the proposals, but they'd have to be updated
Tools folder contains a duplicate of the CLI documentation: https://github.com/Joystream/joystream/tree/master/cli

Should the README just be replaced with a list of appropriate tutorials?

Also, tutorials are currently being made and put somewhere else: #776
