Brief Description:
Purchase an item in ETH through moderated tx. Buyer disputes the tx. Moderator awards 100% of funds to Buyer and Decides. Buyer accepts decision but it does not complete. It goes back to DECIDED state and the buyer can continually accept the payout in the UI without ever resolving it.
