Option to enable/disable Hotspot & Wlan if eth0 is not connected/connected #1361

Is your feature request related to a problem?

A clear and concise description of what the problem is. Ex. I'm always frustrated when [...]
I want to use the Hotspot and Wlan when my Raspi is not connected to my HomeLAN. And so if it is connected to my HomeLan i dont need the HotSpot and even not the Wlan, so i disable it. But i sometime forget to enable it, when i take the Raspi with me. Also i am using the same IP for the eth0 and Wlan, so that i dont need to change me setting when accessing the Raspi via Hotspot or via eth0 (eg for using OctoPrint)

Describe the solution you'd like

A clear and concise description of what you want to happen.
An option that RaspAp checks if the eth0 is used / active and if so, disable Wlan & Hotspot (home). If not active, start the HotSpot & Wlan (on the road).

Describe alternatives you've considered

A clear and concise description of any alternative solutions or features you've considered.
I continue doing it manually or i might use a script, which does the checks.

Maybe there is already something existing or someone has an alternative solution :)
