User can overwrite archived user by creating them

A user can override an archived user if they are "created".

To Reproduce
Steps to reproduce the behavior:

Delete user with hit makers or other constraint violations
Add user with the exact same parameters
User will overwrite the other user AND the user groups will be lost.

Expected behavior
A clear and concise description of what you expected to happen.

An error will be thrown.
