GRUB bootloader is required for Legacy PC booting support(there's no free alternative bootloader counterparts to ms-sys so GRUB is the only way to implement it). We may allow disabling such feature in the future, though.

Pop! OS doesn't use GRUB, so I am unable to create a windows install medium ://
