allow for easy repairing after controller pairs elsewhere #272

When the Bluetooth slots are full, a full reset of the pairing needs to take place. Instead a controller should be able to repair with the pi after being paired elsewhere easily

Also test to not allow pairing if Bluetooth dongle not plugged in
