Surface blog with (actual) release notes better

I only recently discovered that there are actual release notes for feature releases. So far I had only found the unmaintained changelog and the upgrade notes

It might be good to feature them (link to them) on the Github releases and also on the website (beyond linking to blog which is generic and isn't necessarily where one would expect release notes to be)

For 2.11 for example here are useful notes: https://blog.argoproj.io/argo-cd-v2-11-release-candidate-b83ba3008ba5 but they are not linked to from the releases https://github.com/argoproj/argo-cd/releases/tag/v2.11.0 nor directly from the docs website (only indirectly via blog)
