Just found this open-source GTA map viewer which looks quite feature complete (but you can't play the game).

Great find, neuromancer. Too bad it looks like the project is dead. Definitely worth exploring.

I don't know if this is useful, but I just found Fxt2Txt, which is a tool to convert GTA1 text resource files to plain text files.

Fxt support already added in 426faa2 and tested for few languages.
