With the release of Dart 3.4.0, some GitHub actions on the Windows images don't terminate.

Reverting the GitHub actions back to use Dart 3.3.0 makes the commands terminate again.

I tried to reproduce this on a windows machine, but dart pub global run coverage:test_with_coverage terminates fine for me.
