Template: standardize command prompt code snippets #104

Currently the template https://github.com/ibm-watson-data-lab/shopping-list/blob/master/templates/README.md is not consistent with respect to how OS commands are displayed. Example

$ git clone https://github.com/ibm-watson-data-lab/shopping-list-polymer-pouchdb

vs

npm install --global polymer-cli

Note the leading $ indicating a command prompt vs no command prompt.
