Create and document a color palette that should be used consistently across the app implementations.

@vabarbosa Any pros or cons or other thoughts on how we should assess the options? Personally, I really like the aesthetic of the slate color palette.

i prefer the slate as well. the blue and red seems to be a default/preferred go to theme (perhaps too common).

i was looking for people's preferences/input, but the one thing to consider is accessibility/readability (i.e., text color sticks out from background color). i didnt give much thought to it but what emotions color can convey may be something some people may want to consider (e.g., blue=trust, red=power, etc).

This work needs to be documented in a way that can be easily referenced. We also need to audit implementations to ensure that they are using this guide.
