Stop builders from entering vehicles and lfs planes etc

This can cause issues if a player enters anothers players vehicle or manages to get into one somehow with ghosting enabled. Then the plane or vehicle with become invisible. Including simphys.

I think I was working on a vehicle restriction list at one point, when I get to my desktop, I'll have to check if it's there and I'll finish that
