New tabs opened through context menu are displayed as inactive tabs after a FF restart

Steps to reproduce

1. Go to a website and open several new tabs through context menu.
2. Observe tabs tray.
3. Force close the FF app
4. Reopen the app and navigate to tab tray

Expected behavior

New open tabs are displayed correctly in tabs tray.

Actual behavior

The new tabs opened through context menu are displayed in the inactive tabs section.
