Expected Behavior

Documentation at the TF resource states that the compartment name must be unique within the Tenancy.
This is however not consistent with the OCI documentation itself, which states "that is unique within its parent compartment".
Tests from the OCI console confirms that you can have 2 compartments with the same name as long as they have a different parent compartment.
