How can I use a GitHub app to automate team creation under a parent team and/or moving teams under a parent team without approval?

We have successfully been using a GitHub app for automation purposes recently. One of the gaps we currently have is that when creating a team under our top-level parent team (parent-team we will call it) or moving into parent-team an admin approval is required.

I found the docs here: https://docs.github.com/en/organizations/organizing-members-into-teams/requesting-to-add-or-change-a-parent-team that explains options with the ui/etc. A person who is a maintainer wouldn't need approval.

With an app is there a scope we can grant that would allow skipping the approval part? Or is there a way to grant the app as a maintainer of our top-level teams?
