Crash for ERROR: Failed to create logical device!

Description

This error occurs for all the ray traced renderhook versions. (GTA 3, VC and SA)

System

Videocard: AMD Radeon RX 5600M, AMD Radeon Graphics (APU/IGPU)
Videocard drivers (as of 27 Feb 2021): Radeon drivers version 21.2.3
Ram: 8GB (4GB + 4GB) 3200MHz
OS: Windows 10 Version 2004, OS Build: 19041.804

Steps to reproduce

A video is attached which shows how to reproduce the error (Video only shows GTA VC and GTA 3, but this error is similar for GTA SA). This error is consistent with my PC.
