QBitTorrent 4.3.4.1 installer seen as a threat by both Google Chrome and Windows Defender

When I try to download the installer this is what I get in Chrome.

Then, after I choose to keep the downloaded file and try to run it, I get this:

Oddly enough my anti-virus software does not complain about the installer at all.
This is the first time I encounter this with the QBitTorrent installer.

What is going on? Is it safe to run this?

I browsed the News and Download pages of qbittorrent.org. There was no content for 4.3.4.1 on those pages, so I decided not to run it.
