Organization creation after the authz runtime should be backward compatible for the old authz runtime

Describe the issue:
In the previous authz runtime, when an organization is created, the orgaization roles called org-creator and Administrator roles were get assigned.
With the new runtime along with the user sharing, the previous behaviour has to be kept in case of switching back for the old authorization runtime
