Users assigned to an organization admin role via groups, cannot be invited to join as a sub-org level admin. #20377

Describe the issue:
Users who are directly assigned an admin role in the parent organization can be invited as sub-org admins from the sub-org console. However, if the same role is assigned to a user via a group, the user cannot be invited, resulting in the following error message:

How to reproduce:

  1. Create an admin role from the "Console Settings" section and assign all permissions under 'Root Organization Permissions' and 'Organization Permissions' to the role.
  2. Create two users.
  3. Assign the above-created role to one user via a group. Assign the role directly to the other user.
  4. Create a sub-organization and switch to it.
  5. Go to 'Console Settings' in the sub-org and try to invite the above-created 2 users as sub-org admins.
  • Only the user directly assigned the admin role can be invited successfully.
  • When attempting to invite the user assigned to the admin role via the group, the above error is shown.

Expected behavior:
Both users should be able to be invited as sub-org admins via the sub-organization console.
