[PIC] Conduct performance tests for IS version 7.0.0

Describe the issue:
we need to conduct proper performance testing for the PIC setup which is using the IS version 7.0.0. We need to find out scaling points and breaking points of the IS, from that we can understand what are the upper limits and lower limits of traffic that can handle from in the PIC setup.
And also along with that we need to identify the variables which are going to be changed per the scenarios we are going to test, these variables are both application level and infrastructure level.
These performance results needs to be properly recorded and we need to create a general spec which will define the performance values based on the user requirements.
