Simplify submission requirements

In merging a batch of PRs, I found there were a bunch that were missing the --- frontmatter prefix/suffix, or the .md file extension — both of these feel like requirements to an older version of the project; I think we can update so that all files in /sites are built, and maybe even built with a YML parser so the --- isn't required either?
