No, we don't need to upgrade dependencies at all.

Moreover, tools, like this, are not able to upgrade it properly. To upgrade dependency we need to:

• update csproj files
• update paket file (including lock file)
• update versioon in bazel
• put package in git repo
• something else?..

We keep minimal dep versions as possible, and prefer upgrading only manually when it is really required.
