  1. ci: standardize version of node and npm with VOLTA.sh 

    Also pinned  npm version to @16.x.x since upgrade it will generate some wrong compatibilities issues with package-lock tree resolution

  3. fix: fixes default navigation going to download instead all tasks 

    Also fixes the default fetch filtering only in progress tasks, now fetch all tasks by default
