through VESvault REST API.

General GNU build:

    ./configure [--with-oqs]
    make
    make install
  ## installs libVES.so*, libVES.a, libVES.h, libVES/*.h, ves

Quick build on Windows (tested on MS VS):

  configure.bat
  nmake

If libcurl on Windows throws an SSL peer certificate error:
  copy curl-ca-bundle.crt from etc/ to the directory where ves.exe resides
  (or download the latest bundle from https://curl.haxx.se/ca/cacert.pem)
